With Nova Scotia’s construction industry booming, the Critical Construction Worker Pilot was launched to bridge workforce gaps by welcoming skilled international workers. This unique immigration stream under the Nova Scotia Nominee Program (NSNP) helps employers hire talent they can’t find locally, while offering a pathway to permanent residency in Canada.
What Is the Critical Construction Worker Pilot?
The Critical Construction Worker Pilot is designed for foreign workers who have full-time, permanent job offers in Nova Scotia’s construction sector. It focuses on filling high-demand roles across 22 designated occupations, ranging from electricians and carpenters to crane operators and drywall installers.
Who Can Apply?
To qualify for this program, applicants must meet the following criteria:
- Age: Between 21 and 55 years old
- Job Offer: A full-time, permanent offer from a Nova Scotia employer in an eligible occupation must be from the Construction industry.
- Work Experience: At least 1,560 hours (1 year) of paid, relevant experience in the last 5 years
- Education: A high school diploma or completion of an industry-specific training program
- Language Proficiency:
- CLB Level 5 for TEER 0–3 occupations
- CLB Level 4 for TEER 4–5 occupations
- Financial Proof: Show sufficient funds to settle in Nova Scotia
- Intention: Plan to live and work in Nova Scotia long term
Note: Applicants are not eligible if they have committed misrepresentation on an immigration application in the past five years, are residing illegally in another country, or have job offers based solely on commission or in violation of Canadian labor policies.

How to Apply
Here’s a step-by-step breakdown of the process:
- Get a Job Offer: Secure a permanent, full-time job in one of the eligible occupations from a Nova Scotia employer.
- NSNP 200 Form: Your employer must complete the NSNP 200 form to support your application.
- Apply to NSNP: Submit your application under the Critical Construction Worker Pilot – Job Offer Stream.
- Get Nominated: If successful, you’ll receive a nomination certificate from the province.
- Apply for PR: Use your nomination to apply for permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).
