Nova Scotia has recently introduced important changes to its Provincial Nominee Program (PNP). The program has transitioned from a traditional application-based system to an Expression of Interest (EOI) system, aligning its immigration process with other modern provincial programs across Canada.

This update changes how candidates submit applications and how files are selected for assessment.

What Has Changed?

Previously, eligible applicants could submit a complete application directly to the Nova Scotia PNP and expect it to be reviewed. Under the new system, candidates must now submit an Expression of Interest (EOI) to indicate their interest in being considered for provincial nomination.

Although a completed application is still required, submission alone does not guarantee processing. Immigration officers will now select applications from the EOI pool based on provincial priorities and labour market needs.

How the EOI Process Works

  1. Submit an Expression of Interest (EOI)
    Applicants submit an EOI along with the required information and supporting documents to demonstrate eligibility.
  2. Selection from the EOI Pool
    Immigration officers review EOIs and choose which candidates will be invited for full assessment.
  3. Invitation and Assessment
    If selected, the applicant or their authorized representative will receive an email notification before a final decision is made.
  4. Additional Document Requests
    Officers may request clarification or additional documents during the assessment process.
  5. Final Decision
    If all requirements are met, the applicant will receive a provincial nomination decision.

What Remains the Same?

The overall assessment process remains similar. Eligibility criteria, document review, and officer discretion continue to apply. The key difference is that only selected EOIs will move forward, not all submitted applications.
