The Nova Scotia Nominee Program (NSNP) may be an avenue you want to consider when you’re thinking about immigrating to Canada. The program is intended to facilitate immigration of skilled people with experience and skill who can contribute to Nova Scotia’s economy, as well as international graduates who are eligible for immigration, experienced entrepreneurs, and those who have an Express Entry profile.
However, there are more than just job offers, Canadian education, or work experience that would be required to choose the correct pathway. Your ability to settle in Nova Scotia as well as your occupation, qualifications, language skills and work history will all affect your eligibility.
As of February 18, 2026, Nova Scotia has replaced its previous immigration programs with four streams of immigration under the NSNP. It will help you to understand how these streams function and what might be suitable for you.
Green Dot Immigration explains the four NSNP streams in this guide, their general requirements and the considerations to make before submitting an Expression of Interest (EOI).
What Is the Nova Scotia Nominee Program?
Nova Scotia Nominee Program (NSNP) is a Provincial Nominee Program (PNP) that enables Nova Scotia to nominate candidates eligible for permanent residence in Canada based on Nova Scotia economic and labour market requirements.
The province evaluates applicants through its immigration program. You will also have to go through the permanent residence process with Immigration, Refugees and Citizenship Canada (IRCC) for the relevant province.
The NSNP is especially important to those who have the skills, education, work experience or background in their business that are required in Nova Scotia.
Important update: The NSNP now has four consolidated streams:
- Skilled Worker
- Nova Scotia Graduate
- Entrepreneur
- Nova Scotia: Express Entry
The new consolidated path is created by the merging of several previously distinct pathways, but does not necessarily alter the underlying criteria and eligibility of those pathways. You are still subject to the eligibility criteria for the stream, as well as any relevant sub-criteria.
1: Skilled Worker Stream: For Eligible Workers with a Nova Scotia Job Offer
If you have a job offer from a Nova Scotia employer who is eligible for the program, and your skills are in demand in Nova Scotia, the Skilled Worker stream might be appropriate.
The pathway aims to enable employers to hire foreign workers and qualified recent international graduates who are unable to hire Canadian citizens or permanent residents.
Who is influenced by this Stream?
If you consider the Skilled Worker stream you might:
- Accept a job offer from an employer in Nova Scotia who has the requirement.
- Have suitable work experience and qualifications for the job.
- Be of appropriate age, language, education and other qualifications.
- Have plans to settle permanently in Nova Scotia.
There are other criteria that might be important based on your profession. There are also special criteria for who can be hired as construction workers and physicians in the consolidated stream.
An offer of employment does not imply eligibility for or nomination for. All of the following factors must be taken into account: the position, the employer, the qualifications of the applicant and the requirements of the program.
Do you qualify for the Skilled Worker Stream?
It is worth considering if you have a job offer in Nova Scotia that qualifies you, or are an international graduate, and you meet the requirements for a qualifying job.
A student who has found a good job with an employer in Nova Scotia and has offered a wage is eligible to explore this stream, for instance, a skilled tradesperson with a valid offer from an employer in Nova Scotia. The final assessment would be based on occupation and job offer, employer requirements and applicable criteria.
Please read the official NSNP Skilled Worker Stream requirements prior to application.
2: Nova Scotia Graduate Stream: For Eligible International Graduates
Canada education can help you qualify and gain experience to apply for permanent residence. Getting a college or university degree from Canada, however, does not guarantee a provincial nomination.
The Nova Scotia Graduate stream is for recent international graduates with education and employment that meet certain occupations identified by Nova Scotia.
As of October 2026, the province lists the following occupational categories for this stream:
- NOC 32102: Paramedical occupations
- NOC 32124: Pharmacy technicians
- NOC 33102: Nurse aides, orderlies, and patient service associates
- NOC 42202: Early childhood educators and assistants
The categories may change and applicants are advised to check the list prior to making application.
Who is this Stream For?
If you are interested in the Nova Scotia Graduate stream, you may want to consider:
- Attended an eligible designated learning institution in Nova Scotia.
- Have a qualifying full-time, permanent job offer in an eligible occupation.
- Completed appropriate course of study within timeframe provided.
- Fulfill the language, education, certification, and settlement-fund requirements.
This person may be a good candidate if they have finished an early childhood program in Nova Scotia and found a qualifying job as an early childhood educator, but only if they also meet the other requirements.
You are not guaranteed that this stream is available to you if you are a Nova Scotia graduate and practicing a profession different from the one you earned your degree in. Depending on your situation, you may want to consider the Skilled Worker (SWT) or Nova Scotia: Express Entry stream.
Carefully read through the Nova Scotia Graduate Stream requirements to ensure that your education and occupation meet the specifications.
3: Entrepreneur Stream: For Business Owners and Experienced Managers
Experienced entrepreneurs who are interested in buying or starting a business and plan to be actively involved in managing the business in Nova Scotia may be interested in Nova Scotia as well.
The Entrepreneur stream is for eligible business owners and senior business managers who plan to live and work in Nova Scotia and make a contribution to the Nova Scotia economy.
It is not just an investment pathway to permanent residency. Applicants are required to have the business experience and financial, investment, and operational requirements outlined in the program.
Who is this stream for?
If you are interested in this pathway, you may wish to explore it if you:
- Owners and/or managers of businesses.
- Be able to afford the money needed for the criteria applicable.
- Intend to establish or purchase an eligible business in Nova Scotia.
- Are willing to be actively involved in the running of the enterprise.
- Fulfill business performance and residency requirements.
The stream also covers a pathway for an entrepreneur from abroad, who fulfills the specific requirements, to become an international graduate entrepreneur.
What Financial Requirements Does Your School require?
The following criteria apply to the official program only to experienced business owners and senior managers and require a minimum personal net worth and investment amounts, which vary by business location: within or outside the Halifax Regional Municipality.
The published thresholds contain:
- In the Halifax Regional Municipality: Minimum net worth of CAD $600,000 and minimum investment of CAD $150,000.
- Outside Halifax Regional Municipality: Minimum net worth of CAD $400,000 and a minimum investment of CAD $100,000.
These are just some of the requirements for eligibility. Applicants are also required to have the relevant experience, ownership, establishment and management requirements. Financial thresholds must be met but are not the only criteria.
If you’re eligible to become an entrepreneur, the nomination process is linked to the criteria for business performance in the stream. It is an invitation-only pathway and an invitation or nomination is not guaranteed.

4: Nova Scotia: Express Entry Stream: For Eligible Express Entry Candidates
The Nova Scotia: Express Entry stream might be an option for you if you already have a profile in Express Entry, the federal Canadian immigration system.
This pathway combines multiple historic pathways like Nova Scotia Experience: Express Entry and Nova Scotia Labour Market Priorities pathways, but maintains their relevant entry Requirements.
It is for those who are eligible skilled candidates interested in permanent settlement in Nova Scotia and whose profile is matched with Nova Scotia’s selection priorities.
For whom is this stream suitable?
If you find this option to be something that you would like to consider, then you should:
- Maintain an active Express Entry profile, if necessary according to the criteria outlined.
- Possesses appropriate technical work experience or fulfills criteria of a particular selection path.
- Have the proper age, education, language, and work experience requirements.
- Intend to live permanently in Nova Scotia.
If, for instance, a candidate has a minimum of one year of work experience in Nova Scotia that is acceptable to the province, he or she may want to look at Nova Scotia’s experience-based requirements.
The skilled work experience requirement outlined in this pathway typically includes at least one year of work experience in Nova Scotia in a TEER 0, 1, 2 or 3 occupation, an active Express Entry profile and educational requirements along with language proficiency.
Consider other selection pathways which may have different criteria. It does not guarantee a provincial nomination to have an Express Entry profile.
An enhanced Express Entry pathway, under the rules of the province, will give you 600 extra Comprehensive Ranking System (CRS) points. This does not give you a leg up in the federal selection process or ensure that the permanent residence application will be successful.
Review the official Nova Scotia: Express Entry requirements to determine the requirements that apply to your profile.
What NSNP Stream is the Best for You?
It is not a particular qualification that determines the best stream, but your current situation.
- Your situation: Stream to explore
- A job offer from an employer in Nova Scotia which meets the requirements of the Skilled Worker program of the Nova Scotia Immigration Program (NSIP)
- Graduated from an eligible Nova Scotia institution and received a job offer in a listed occupation.
- You own a business or work in senior management and intend to start a business in Nova Scotia.
- You meet a provincial pathway to Express Entry in Nova Scotia and have an Express Entry profile.
What is the NSNP Application Process?
Once you know how to apply, you can make sure you’re prepared and avoid pitfalls in the application process.
Step 1: Identify the Stream for your solution.
Check your education, experience, occupation, job offer, language skills and more to find out which stream might apply.
Step 2: Check the Current Eligibility Criteria
Check the official Nova Scotia immigration website. Occupational priorities and criteria may change and other requirements may be applicable for each stream.
Step 3: Prepare and Submit Your Expression of Interest
If you are submitting an EOI for a pathway that is applicable to NSNP, you submit an EOI through the provincial pathway. To be considered, the submission must be complete and comply with the requirements.
EOI is not an approval of an application for nomination. Nova Scotia chooses submissions based on its priorities, labour market requirements, available nomination spaces and other program factors.
Step 4: Respond to a selection/invitation
If your submission is chosen, follow your province’s instructions. The user might be required to submit the application fee as well as supporting documents in due course.
Nova Scotia implemented NSNP application fees as of September 1st, 2026. The published fee for the worker streams is CAD $1,000 and the fee for the Entrepreneur stream is CAD $2,000, subject to applicable fee rules.
Assessment does not necessarily lead to nomination.
Step 5: Final part of Permanent Residence process
Upon nomination by Nova Scotia follow IRCC instructions to apply for permanent residence. The Federal admissibility and application requirements must be met by you and by any family members attending.
Common Mistakes to Avoid When Choosing an NSNP Stream
Here are some of the common mistakes to avoid when selecting an NSNP Stream.
The first step to a good application is to know what is required. To avoid these common mistakes, applicants should be careful to:
If there is any job offer that is considered good. The job or work position and other conditions must satisfy the requirements of the appropriate stream.
Selecting a stream because of education. Canada does not automatically qualify for the Nova Scotia Graduate stream. Your institution, program, occupation and job offer must meet the criteria.
Using information that is not current. NSNP stream structure was modified in February 2026. Past articles might contain the names of streams that have been merged.
If an EOI is made, it is guaranteed to be selected. Just because your submission meets the minimum requirements does not mean Nova Scotia will evaluate or nominate your submission.
Failure to meet deadlines and documentation. Lack of information, evidence or late payment may impact your submission.
Overlooking your long-term settlement plans. Provincial nomination pathways are meant for individuals who really want to reside in the nominating province. Plans should be designed to fit the program requirements.
